While there's a strong link between the criminal justice system and homelessness, solutions remain hotly debated and often too simplistic. Spoiler alert: arresting and jailing the homeless isn't just ineffective-it perpetuates the cycle.
In this paper, I cover the current state of homelessness, how we got here, how SCOTUS decisions are effecting the homeless (and municipalities), and then offer a mix of immediate actions, long-term strategies, and early interventions.
