Community-Based Warrant Resolution: St. Louis County's Tap In Center

Greetings everyone, the Center for Justice Innovation Team is counting down to seeing many of you in Houston soon!

While there, be sure to ask the St. Louis County Team about the Tap In Center. This award-winning program is a community-based space for justice-involved individuals to "tap in" to legal assistance and connect with supportive services at no charge and without fear of arrest. The program focuses on helping individuals resolve warrants issued due to missing a court date but offers services that advance quality of life for participants. To learn more, see the attached report from Tap In's third year of operation.

A few highlights:

  • The Tap In Center (TIC) served 1,088 visitors in the first three years of operation (September 2020 to December 2023).
  • 80% of participants did not have an attorney at the time of visiting the Tap In Center.
  • The TIC has facilitated 1,041 warrant recalls – 237 at the felony level, 59 at the misdemeanor level, and 745 at the ordinance violation level.
  • Through a new partnership, the TIC facilitated 363 warrant recalls for St. Louis City Municipal Court cases

85% of participants who had a warrant recalled with TIC assistance did not return to jail within one year.
