As justice reform programs grow in scale, they face increased complexity and challenges: more stakeholders, heightened operational demands, and greater public scrutiny, among other hurdles. In this session, participants will learn how Los Angeles County applied program-management best practices from outside the justice sector to successfully address these challenges and grow their pre-plea mental health diversion program. County partners built a robust program infrastructure capable of sustaining growth, enabling the Rapid Diversion Program (RDP) to begin reaching 1,500+ defendants annually. Participants in this session will learn about and practice applying the tools that helped LA County achieve this transformational growth, including setting program goals, making high-stakes decisions, collecting and analyzing data, developing program strategy, fostering stakeholder collaboration, and project-managing complex workstreams.
