After an agency has decided WHAT reforms to implement, then they need to figure out HOW. Successful execution of reform requires both logistical planning and change management. Change management is a strategic approach to implement transformation effectively and is just as necessary as logistical planning. Without such an approach, leaders run the risk of employees ignoring changes, significant rifts with community partners or a backlash from the community.
