A new federal rule, effective January 1, 2025, will extend Medicare benefits to over 340,000 people over 65 who are on probation, parole, bail, or living in a halfway house. Previously, these individuals were excluded from Medicare due to the program’s broad definition of "in custody," which included those under community supervision. This policy change recognizes that many people on community supervision, particularly older adults and those with disabilities, face serious health issues but often lack adequate care and insurance. Advocates, including the Health and Reentry Project and Legal Action Center, pushed for this change, which will improve healthcare access for an underserved community.
