The Prison Policy Initiative published a report titled Why states should change Medicaid rules to cover people leaving prison which discusses how states disenroll people from Medicaid during their incarceration. As PPI explains, most incarcerated and formerly incarcerated people are likely eligible for Medicaid based solely on their drastically low pre-incarceration incomes. But in a misguided attempt to comply with federal rules, at least 28 states automatically disenroll people from Medicaid when they go to prison, making it hard to reenroll after they leave and putting their health in danger.
